Munich, July 1, 2025 – New Zoning Rights for Part of Munich’s Europark. Where commercial spaces currently dominate, a mixed-use, climate-resilient urban district is set to emerge over the coming years. The new district will comprise approximately 700 to 1,000 residential units, local amenities, commercial uses, gastronomy, cultural venues, and social infrastructure such as daycare centers. The City of Munich has confirmed in its official gazette the unanimous decision by the City Council’s Committee on Urban Planning and Building Regulations from early June. This resolution initiates a zoning plan procedure for the transformation of the approximately 43,000-square-meter site owned by VALUES Real Estate at Helene-Wessel-Bogen.
To support the upcoming planning and implementation phase, VALUES Real Estate has brought on board a strong partner and experienced developer: the ABG Real Estate Group. The two real estate companies, VALUES and ABG, will continue and realize the project under the name “Quartier Helene” as equal joint venture partners.

VALUES Real Estate and the City of Munich have worked closely for several years to initiate the zoning procedure for the transformation of the commercial area. The City Council’s resolution is based on the successful completion of the international Europan 17 competition. VALUES Real Estate and the City of Munich participated in this ideas competition with the site. Together, they deepened the winning concept through a series of workshops. The results informed the zoning plan resolution adopted by the City Council.
